Ten years have passed since the introduction of the Act on Promotion of Private Finance Initiative (PFI Act). Meanwhile, many operation-type PFI projects have been implemented in local communities. Swing Corporation (hereafter "we") has been positively involved with public-private partnership (PPP) projects including PFI and DBO by optimally using its excellent EPC technology and facility operation know-how for O&M.
Operation Process for Business Management
PFI and DBO requires good knowledge and experience in its long project period from planning to the implementation and decommissioning processes including various phases such as selection of operators and contract closure. Depending on each type of project and each phase, the relevant teams of Sales, Engineering and Management will collaborate in implementing agenda such as initial proposals (review of project feasibility), public solicitation (organization of consortiums and liaison with local entities) and project implementation (design, construction, maintenance and operation).
Business Scheme
In PFI and DBO projects, each consignee needs to pursue its scope of work by making the most of its professional expertise based on the project contract between public agencies and SPCs. The long-term stability of the project should be ensured by external monitoring by financial organizations (in the case of PFI projects) and the operation and financial management of SPC by members.

Kitami City, Kunneppu Town, Oketo Town / Hokkaido Prefecture
This project relates to the design, construction and operation of municipal waste landfill facilities in a site owned by three local towns in (the former) Rubeshi District under the Act on Promotion of Private Finance Initiative (PFI Act). The operator is Rupeshupe PFI Corporation. The project scope also includes operation and maintenance of the facility.
The land is leased to the operator free of charge. Upon completion of the landfill project, the operator will manage the facility for two years and then transfer its ownership to other local entities (Kitami Town etc.) free of charge (BOT method).

Kurobe City, Toyama Prefecture
Wastewater sludge generated from existing wastewater treatment plants (condensed sludge), agricultural sludge, sludge from septic tank and residues of coffee beans from a local beverage manufacturer are mixed for methane fermentation. The biogas recovered is used efficiently as a dry fuel for making dehydrated sludge and for power generation.
This project is carried out as a PFI project (BTO method) by Kurobe Municipal Council. SPC (Kurobe E Service Corporation) implements the project from the design and construction processes to the maintenance and operation processes of the facility. The mixed coffee bean residue and sludge is treated by our proprietary technology that has demonstrated stable operation performance.
*Kurobe PFI web site will be open in 2010.
